TNO works for a variety of customers: governments, the SME sector, large companies, service providers and non-governmental organisations. Working together on new knowledge, better products and clear recommendations for policy and processes. As 'knowledge brokers' TNO advises customers on finding the optimum solutions that are geared to the questions they have.

Impact is the key. Product and process innovations and recommendations are only worth something if our customers can use them to boost their competitiveness. If the government can create more effective policy. And if it really helps people and organisations.

The Strategy and Policy department, which was involved in this project, focuses on economic analyses (based on a vast array of databases and models), innovation system analyses and foresight and science – policy brokerage. TNO Strategy and Policy has a long history of leading and organising large inter- and transdisciplinary projects. TNO are leaders of EU Framework Programme projects such as EXIOPOL, CREEA and DESIRE, they have led various projects for Eurostat's Data Centres on Products and Resources and have managed projects regarding sustainable consumption and production.
